Standards¶
Repository-wide standards that govern structure, boundaries, and stable conventions.
Standards define norms that apply across contracts, runbooks, guides, and platform content. Decision rationale belongs in ADRs.

- evidence and redaction norms

- secrets lifecycle and responsibilities
